Releases an expense detached by the disconnection of its bank. When the user deletes a bank connection, its payments and expenses are detached from their bank lines and carry bank_detached_date_time; while it is set, their amount, date and currency cannot change, so that the bank line finds them unchanged when the bank is connected again. Releasing lifts that freeze: the document becomes editable and is never re-linked to a bank line automatically.
